The need for new sources of water for London which emerged from the enquiries of a Royal Commission appointed in 1827 promptly inspired the painter John Martin to present a proposal to bring water from the River Coln to the reservoir at Paddington. His plan also contained other measures which 'would add much to the beauty of the western end'. These included not only ornamental waters with artificial waterfalls, but also a serpentine terrace terminating the west end of Oxford Street and a vast public bath 500 feet long surrounded by boxes for the bathers and concealed by plantations. Nothing came of this scheme and in 1834 Martin devised a plan for curing the Thames of its pollution (see the resulting Report of a committee of gentleman appointed to take into consideration Mr Martin's plan, for the improvement and conservancy of the River Thames, 1836, q.v.).
