Page [4] is misnumbered 6. Title-page with watermarked date '1799'. Eight commissioners were appointed on 2 September 1800 to investigate abuses which were alleged to have occurred at the Middlesex House of Correction in Clerkenwell since the opening of the new prison in September 1794. Their report was complete by 1 November 1800. The 'copy' of the commission printed here is dated 'Crown Office, 15th December 1800', this being presumably the date on which the copy (as opposed to the original) was issued for the purpose of publication.
