James Spiller and Thomas Spencer were employed in 1807 by the Governors of the Foundling Hospital to survey the houses being built on the hospital estate. Their report strongly criticized the architect, S.P. Cockerell and the principal builder, James Burton, but as a result of Cockerell's observations upon their findings they were dismissed. 'As a justification of [their] reports and proceedings' they printed an Address to the Governors & Guardians of the Foundling-Hospital in July 1807. Early in 1808 they brought their work out again under the title Reports upon the buildings erected on the estate of the Foundling Hospital (q.v.), with a final letter to the Governors dated 29 December 1807 desiring their professional and moral characters to be cleared of unjust imputations. Spiller was a close friend, frequent correspondent, and occasional assistant to Soane. (See A.T. Bolton, The portrait of Sir John Soane, 1927, pp. 100--6; Colvin, pp. 912--3.)
