The report is signed by the chairman of the subcommittee, Samuel Whitbread, MP (1758--1815) who managed the rebuilding of the theatre after it was destroyed by fire in 1809. The competition for rebuilding it was won in 1811 by James Wyatt's eldest son, Benjamin Dean Wyatt. His youngest son, Philip, was one of the unsuccessful competitors, and it was presumably to give him some encouragement for the future that James Wyatt asked Soane to see his rejected model in August 1812 (see A.T. Bolton, Portrait of Sir John Soane, p. 190).
