Garrard began making models of livestock in 1795 not only for the information of the newly formed Board of Agriculture, but also for use by landscape painters. Having obtained an Act of Parliament to secure copyright for all new models in sculpture in 1798, he started engraving and publishing his models which he also exhibited at the Agricultural Museum at 28 George Street, Hanover Square. Three plates were published in 1799 and six in 1800 when the title-page was printed; the remainder of the plates were published at irregular intervals from January 1801 to March 1814, latterly by J. Moyes. Garrard, a sculptor and painter, was a protégé of Samuel Whitbread, a client of Henry Holland, in whose office Soane worked from 1772 until his grand tour.

Copy Notes Soane's copy, consisting of 13 numbers issued between 1 March 1802 and 6 June 1806, was bought from Garrard for £7 17s., being £9 18d. less £2 1s. cash received, on 21 December 1808. (Spiers Box: Purchases through personal friends; Jnl 5, p. 119).
