House of Commons 462. The Chairman was William Sturges-Bourne, M.P.; the hearings were held between 27 February and 10 June 1817. The so-called Sturges-Bourne Act, 1819, based on the recommendations of this Report, empowered parishes to form a select vestry. These oligarchical bodies were much concerned with administering the provisions of the old Poor Law in the years leading up to the formation of Boards of Guardians in 1834.
